Statistics from the British Parking Association (BPA) reveal that cases of Blue Badge misuse have skyrocketed by over 1000% since 2016.
This has highlighted a significant and escalating issue of fraud and abuse within the system.
Between 2014 and 2023, the number of Blue Badges stolen in London alone rose by 400%.
The BPA has stated that fraud and misuse by dishonest individuals erode the integrity of the Blue Badge scheme, making life more challenging for those who truly need it.
The types of abuse vary widely, from outright theft and organised fraud to the production and sale of counterfeit badges online, and even the use of badges from deceased individuals.
There is also the commonly believed ‘harmless’ act of ‘borrowing Grandma’s badge’ just to get free, convenient parking.
This has been included in the data from the BPA.
As a result, the BPA is not-for-profit organisation is asking for Local Authorities to be granted more power and resources to effectively address this issue.
The BPA is also calling on the Government to recognise the impact of this problem and to review the status of the Blue Badge situation across the country.
Alison Tooze, Chief Engagement and Policy Officer at the BPA, said “The statistics around the level of Blue Badge misuse and fraud are shocking. We cannot continue to ignore this issue, especially when the victims are some of the most vulnerable in our society.
“Badge holders rely on accessible parking to carry out their day-to-day activities and for many it is a vital part of living an independent life.
“Perpetrators of blue badge misuse and fraud deprive genuine badge holders of this right to freedom, whilst costing ordinary taxpayers millions every year. This must stop.”

What is a Blue Badge?
A Blue Badge is a permit that allows people with disabilities or specific health conditions to park in designated accessible parking spaces, or sometimes in areas where parking is usually restricted.
It is intended to help individuals who have mobility difficulties, such as those with physical disabilities, severe health conditions, or sensory impairments, to access services and carry out daily activities more easily.
Blue Badge holders can typically park in spaces that are closer to entrances of buildings, making it easier for them to access shops, medical facilities, and other essential services.
In many places, Blue Badge holders are also allowed to park for longer periods in restricted areas or park in areas that are otherwise off-limits, such as on double yellow lines, though there are specific rules depending on the location.
