Default Rear and side facing seats

I have a camper van based on a Transit ( its a La Strada 2007 conversion, German)
In addition to the 'ford' seats there is a forward facing belted seat in the back and also a side facing bench seat and rear facing single seat both with no belts. Can I legally carry passengers on unbelted side and rear facing seats?

I don't think I would want to use these extra seats.
    See http://www.caravanguard.co.uk/news/m...explained-861/
It looks as though sideways seats should not be used whilst travelling. In my view, rearward-facing seats would require a headrest and at least a lap belt. I would also be concerned about rearward facing seats near the back of the vehicle, are they going to be safe in the event of a rear end shunt?

I think the answer lies in the fact that there are no seat belts fitted. This to me suggests that they are not use whilst travelling.

The assumption would be that the van is a four berth so they only need to provide seats for four people.
