Default citroen picasso engine blew after timing belt change

Hello fellow motorists , I am seeking advice as to my next cause of action. I had my car in the garage after reporting a whiring noise from the engine and hearing a loud snapping like noise while on the motor. The car continued to be used for another week before going into the garage with the high piched whiring still audible. The mechanic had the car for a week and said he had stipped it down and couldnt find anything major only a slack timing belt and leaking oil seal, nothing that would of caused a loud snapping sound. He replaced the cambelt and oil seal at a cost of 250. When I picked up the car the ticking over was very fast and very loud ,I drove for 3 miles then the engine blew up ( massive noises and total loss of power. Are the garage liable for a new engine ? many thanks
