"Operation Stack" has been implemented by Kent Police to cope with the traffic build-up on the M20 caused by the closure of the Channel Tunnel.
The emergency measures were introduced after a fire in the Channel Tunnel caused the suspension of all rail services on the undersea route.
The motorway's coastbound carriageway has been closed between junctions eight and nine so that lorries could be parked on it. Non-freight traffic is being diverted off the M20 at Junction Eight on to the A20.
Thousands of travellers were stranded as a result of the fire which started on a lorry on board a freight train travelling from Folkestone to Calais.
Six people suffered minor injuries and dozens needed to be evacuated after the fire was detected nearly seven miles from the French entrance shortly before 3pm on Thursday.
There were seven British nationals among the 32 evacuated to safety through the service tunnel.
