Shadow Welsh Secretary Peter Hain has been fined £233 after being caught doing 35mph in a 30mph zone.
Hain, 61, was travelling on the A4109 in the Neath Valley, South Wales last summer when he was clocked breaking the speed limit.
He was also handed three penalty points on his licence over the June 12 incident.
Neath Magistrates' Court heard that Hain had admitted to the offence by post.
But the Neath MP, who wasn't in court, said that a penalty notice had failed to fall through his letterbox.
In a letter read out by a legal adviser in court, Hain said: "It is the first I have heard of a speed offence as I have received no penalty notice through the post.
"I do not understand why I have received this summons without having had the penalty notice in the same way first. It is baffling."
He was also ordered to pay costs of £35 and a victim surcharge of £15.
