Four drivers with 30 points on their driving licence are still legally on the road, research has shown

These motorists may not have been banned from the roads, but theircar insurance premiums are sure to have been affected.

More than 3.8m motorists were found to hold penalty points, with 82% receiving them for a speeding offence.
